9 Best ATS for Staffing Agencies

A comparison of nine staffing agency systems by the kind of agency each fits, where they overlap, and what to confirm before you buy

9 Best ATS for Staffing Agencies

The best ATS for staffing agencies depends on how the agency operates. A high-volume temporary staffing firm needs reliable payroll, billing, and onboarding workflows. An IT staffing agency may care more about vendor management system (VMS) integrations. A direct-hire or executive search firm might put client relationships and candidate history first.

Those differences matter because a platform that works well for one type of agency can add unnecessary complexity for another. Below, we compare nine applicant tracking systems (ATS) for staffing agencies. For each, you'll see who it suits, where it overlaps with others, and what to confirm before you decide. The list isn't ranked, because the right choice depends on your agency's model.

How we chose these nine

Each platform positions itself for staffing and recruiting agencies or offers agency features alongside in-house ones. Each also combines applicant tracking with client relationship management.

Together they cover the agency models that shape an ATS decision: temp and high-volume, VMS-driven, direct-hire and search, and very small firms. Descriptions reflect what each vendor highlights on its own website, so confirm the details in a demo. We don't cover pricing, because plans and packaging change and most vendors quote by module.

1. Bullhorn: for agencies that want ATS, CRM, and back office in one system

Bullhorn combines applicant tracking and customer relationship management (CRM) in a platform designed specifically for staffing and recruiting agencies. Its CRM is organized around the relationship between candidates, jobs, and clients. In North America, the wider product extends into middle- and back-office tools. Bullhorn positions itself for everything from a solo desk to an enterprise firm, across professional, light industrial, healthcare, and executive search work.

That breadth is the main reason to choose it and also the main thing to price carefully. An all-in-one platform makes sense if you want placements, fees, and client records in one place. That combined view is what lets you report by client. The trade-off is packaging: some back-office pieces are separate products, and VMS connections come through integration partners rather than the core system.

2. Avionté: for high-volume staffing firms that run payroll in-house

Avionté describes itself as end-to-end staffing and recruiting software in one platform. It covers CRM and ATS, onboarding, back office, payroll and billing, reporting, and a mobile app for high-volume staffing. It also builds AI and automation into job creation, sourcing, pre-screening, and interviews.

Payroll and billing errors affect both workers and clients, so firms that process their own payroll judge a platform on that workflow first. The clearest test is to run one of your own timesheets through to an invoice, using your rates and an overtime case. Count how many manual steps happen along the way, since each one repeats every pay cycle.

3. TempWorks: for temp staffing agencies that want pay and bill built in

TempWorks covers much of the same ground as Avionté: an ATS, CRM, and pay and bill, with payroll and invoicing tied into back-office work. Its site gives mobile tools a prominent place, with mobile onboarding and a mobile ATS for recruiting on the go.

If you're choosing between the two, the descriptions alone won't settle it. Run the same timesheet-to-invoice test on both, then compare how onboarding completed on a phone reaches payroll. A system that makes recruiters re-enter tax or bank details adds work to every placement. That difference is easier to see side by side than in separate demos.

4. JobDiva: for staffing firms that work through vendor management systems

JobDiva is built for staffing agencies that live inside client VMS portals. Alongside its ATS and a CRM for business development, it offers sync programs with vendor management systems and a separate VMS product. It also includes automated onboarding, a back-office suite, dashboards, and a time and expense app for contractors.

For agencies managing orders through several VMS platforms, the main consideration is how reliably those integrations work. Confirm that JobDiva supports your clients' systems and whether job orders, submissions, and status changes sync in both directions. If they don't, recruiters may still spend a lot of time moving information between platforms by hand.

5. Ceipal: for IT and healthcare staffing firms that need ATS and VMS together

Ceipal pairs a global ATS with a vendor management system and AI matching, and adds workforce management and onboarding. It positions itself for healthcare staffing, staffing firms, and enterprise teams, with a platform for IT and general staffing.

For an IT staffing agency weighing Ceipal against JobDiva, the difference lies in emphasis, at least in how each describes itself. JobDiva leans toward VMS sync, back office, and contractor time capture, while Ceipal leads with AI matching across a combined ATS and VMS.

If AI ranking will shape your shortlists, make sure recruiters can see why a candidate ranked where they did. They should also be able to switch automation off for a client who asks. The automation buying checks cover the rest.

6. JobAdder: for growing agencies that post to many job boards

In its own words, JobAdder is "the intelligent recruitment platform for growing agencies," and it also serves in-house teams. It pairs ATS pipelines and CRM with posting one ad to several job boards, a large integrations marketplace, and AI candidate summaries.

Compared with Bullhorn, JobAdder puts more weight on job ads and integrations than on back office. That suits agencies whose candidates come mainly from postings.

Which boards matter depends on your market, so a long list tells you less than it seems. Confirm that the boards your recruiters use post directly without paid add-ons. The AI summaries are worth testing against a resume you know well before you rely on them, as with any AI resume screening feature.

7. Crelate: for direct-hire and executive search firms

Crelate unifies sourcing, recruiting CRM, and applicant tracking, with branded portals where clients and candidates can collaborate with you. It names executive search firms, direct-hire agencies, and staffing firms among its audiences.

That focus on relationships and client collaboration is what sets it apart from the high-volume suites above, which lead with payroll and back office. A temp desk would likely need other tools for pay and billing. A search firm placing a handful of senior candidates gets more from strong candidate history and a portal clients will use.

If leaving feedback in the portal feels like work, clients go back to email, and the record goes stale. Keeping a ready pipeline also depends on finding last year's runner-up quickly.

8. PCRecruiter: for solo recruiters and small firms that want to configure their own setup

PCRecruiter pairs a configurable ATS with a specialized CRM, sold as one product for firms of every size. It adds sequencing automation, a branded job board, and a Deals workflow for tracking sales.

Its customization is appealing, but smaller teams should consider how much setup they're willing to manage. Custom fields let a niche recruiter track what clients care about, such as a certification or a shift preference. That flexibility also means more responsibility for configuring and maintaining the system. A field that can't be searched adds little when you're searching your own database.

9. Zoho Recruit: for small agencies already using Zoho apps

Zoho Recruit offers an ATS and a candidate relationship management platform for both in-house HR teams and staffing agencies. It includes portals for clients, vendors, hiring managers, and candidates. It also connects with other Zoho apps out of the box.

Against PCRecruiter, the choice for a small agency comes down to configurability versus ecosystem. PCRecruiter suits a recruiter who wants to shape the system around a niche. Zoho Recruit suits a team that already runs sales or email on Zoho and wants recruiting alongside it.

Because Zoho also serves HR teams, confirm that client portals, placement tracking, and commission reporting are in the plan you'd buy. A demo account may have everything turned on.

Data privacy and compliance considerations

Beyond product features, a few compliance requirements are worth reviewing before you sign. Federal anti-discrimination laws apply to agencies as well as employers. The EEOC says the laws it enforces also cover "private and public employment agencies" in its small business guidance. That matters when a platform ranks or filters candidates, because the agency still answers for who moves forward.

Location adds rules too. New York City's Local Law 144 bars employers and employment agencies from using an automated employment decision tool (AEDT) without a recent bias audit. The audit must be within the past year, its results public, and candidates notified. Whether a given ATS feature counts as an AEDT is a question for counsel.

Retention settings deserve a check as well. Under EEOC recordkeeping rules, private employers must keep hiring records for at least one year, and longer when a discrimination charge is filed. Make sure the system can hold records that long and delete them on your schedule after that. This is general information, not legal advice.

Check which ATS fits your agency before you sign

Before committing to a platform, narrow your options based on the workflows your agency depends on most. A temporary staffing firm processing timesheets every week has different priorities from a boutique search firm managing a few long-term client relationships.

Once you have a shortlist, ask vendors to demonstrate those workflows using realistic scenarios from your business. Pay particular attention to integrations, manual workarounds, reporting, and which features are included in your quoted plan. The best ATS for staffing agencies isn't the platform with the longest feature list. It's the one that supports how your recruiters work without adding complexity you don't need.

Frequently asked questions

What software do staffing agencies use?

Staffing agencies pair an ATS with a CRM for client work, and temp desks add pay and bill or back-office tools. Firms that take orders through client portals connect to vendor management systems. The wider recruitment agency software stack also covers job boards, sourcing, scheduling, and reporting.

What's the difference between a staffing ATS and a regular ATS?

A regular ATS tracks applicants against an employer's own openings. A staffing ATS also tracks clients, job orders, candidates sent to each client, placements, and fees. For in-house options, compare these top applicant tracking systems.

Do small agencies need a staffing-specific ATS?

A new agency with a few clients can start on a general system, as long as it tracks clients and placements. Watch HR-suite ATS modules, though. An in-house recruiter in SHRM's 2022 article said they can lack resume parsing, outbound recruiting, and direct messaging without add-ons. For a small agency, the best ATS for staffing agencies is one you can set up, search, and export from without paid help.
